ZIMRA fiscalisation

Every receipt signed, sent and accounted for

From your very first sale, every receipt is numbered, hashed and chained to the one before it. Register your fiscal device and each one is signed and sent to ZIMRA as it happens.

The penalty

US$25 a day

ZIMRA's civil penalty for each point of sale that is not fiscalising, for up to 181 days.

The threshold

US$25,000

Taxable sales in any twelve months that make VAT registration compulsory, and fiscalisation with it.

The rate

15.5%

The standard rate of VAT from 1 January 2026, applied line by line to standard rated goods.

How it works

Fiscalisation without thinking about it

  1. Register once

Enter the fiscal device ID, serial and activation key ZIMRA issued you. The signing key is created on the till and never leaves it.

  2. The day opens itself

The fiscal day opens at the first sale, so nobody has to remember.

  3. Each receipt is signed

Signed with the device's key, given its verification code and QR code, and sent through ZIMRA's gateway.

  4. The day closes on the receipts

Closing declares the day's totals, worked again from the receipts themselves rather than from a running tally.

No internet, no problem

Keeps selling when the line is down

With no connection the receipt still prints and is kept in a queue on the till, in order. When the line is back the queue is sent, one receipt at a time, and Decima checks that ZIMRA has every one.

  • Every receipt chained from the first sale, registered or not
  • Interim receipts until the device is registered, clearly marked
  • Glance tells you when ZIMRA has every receipt, and when it does not

The VAT return

A return that agrees with what ZIMRA holds

Output tax comes from your fiscal invoices, credit and debit notes; input tax only from purchases a supplier's tax invoice supports. Beneath it, a reconciliation says whether every receipt in the period reached ZIMRA.

It is a working paper for you and your accountant. Decima does not file returns for you.

Does every business need to fiscalise?

Every VAT registered business must issue fiscal receipts. A business below the VAT threshold can still use Decima POS to sell and keep its books, and Decima Glance shows how close it is to the US$25,000 threshold.

Who registers the fiscal device?

Each business registers its own fiscal device with ZIMRA. We set the device up on your till and check the first receipts with you.

What happens to receipts when the internet is down?

They print as normal and wait in order on the till. They go to ZIMRA when the connection is back, and the till tells you if any have not.

Is Decima built to ZIMRA's specification?

Decima POS is built to ZIMRA's published fiscal device gateway specification, and is tested against ZIMRA's test gateway before each release.
